My guess: Place the bottoms of both feet on the top of the railing (the one above the door -in the photo is it just left & above the street sign) while placing both palms on the crown of the middle head sticking out from the wall - swing both legs up to the ledge above and climb in the window (left open by a trusted assistant)
Somewhere in this picture is the perfect way to get to the rooftop above the stores of Bucheron, Cartier, Channel, Dior, Mikimoto, Van Cleef....
